Locality Committee Guidance

 

We need to Appoint new Locality Committee Members, what do we do?

How?

Assess the skills of your existing Locality Committee

Circulate the Individual Skills Audit for completion by each Member individually to assess any skills gaps.

Collate the information onto the Skills Matrix Spreadsheet which will highlight any specific gaps in your Locality Committee.

Promote the opportunity of becoming a LC member within your school community.

Use a Poster, display in your school public areas,
shops and places of interest locally.

Include vacancies in your School Newsletter & Parish magazine, etc.

Once you have completed the Election process, request approval from the CMAT Trust Board:

Scan a copy of the following to the Trust’s Company Secretary at:  businesssupport@consortiumacademy.org

  • Fully Completed Nomination Form
  • Code of Conduct
  • Skills Audit
  • Pecuniary Interest Form

Await approval by the Trust Board:

An Appointment Confirmation Email and Trust Induction Letter will be sent on behalf of the Chair of the Trust Board, from the Company Secretary to:-

  • The new LC Member
  • The Academy Head
  • The Chair of LC
  • The Trust’s CEO

Set up a school/hub email address:

Ask your School Office Manager to set this up.

Provide the Member with an LC member Induction Pack

Ask your School Office Manager to issue.

Provide the Member with a Safeguarding Induction Pack

Ask your School Office Manager to issue your Schools Safeguarding Pack.

Carry out appropriate vetting & DBS Checks

Ask your Office Manager to implement.

Arrange for your new Member to have a Badge

Arrange for a head & shoulder image and send to the Trust at: m.miller@consortiumacademy.org

Arrange for your School’s ‘Get Information About Schools’ DfE website and the School’s website to be updated.

Ask your School Office Manager to amend using their DfE Secure Access login.

Ensure your new Member is supported in their role and responsibilities.

Chair should meet to discuss roles and expectations as a Locality Committee Member. Refer New Member to:

  • Annual Expectations of a Localilty Committee (QAR)
  • CMAT Trust Website
  • Governance Charter File and Scheme of Delegation (copy held in each school and on

Trust Website

 

 

What does the Clerk to the Locality Committee do?

What does your School Office Manager do?

Minutes:

Your Clerk will forward the draft Minutes & Action Plan to your Chair & Head for approval approximately two weeks following the LC Meeting.  On approval, the Clerk will circulate the approved Minutes & Action Plan to your LC Members to note and action as agreed.

Minutes:
No action required by the Office Manager.

Agenda:

Your Clerk will circulate the agreed Agenda for the following meeting to your LC Members approximately two weeks before your LC Meeting, together with the Minutes & Action Plan of the last Meeting, to be approved at the forthcoming meeting.

 

 

 

 

 

Minutes Book(s):
Copies of the Minutes & Action Plan of the last meeting will be presented for signature by the Chair, to be held in your School’s Public & Confidential Minutes Book.


 

Agenda:
No action required by the Office Manager.

 

 

 

 

 

 

 

 

 

Minutes Book(s):
The signed copies will be passed to the Academy Head to file in the Confidential Minutes Book (held securely in their office) and pass the Public Minutes to the School’s Office Manager to file in the Public Minutes Book.

 

 

We are unsure of our & Knowledge & Training needs, what do we do?

How?

Assess the skills of your existing Locality Committee.

Circulate the Individual Skills Audit for completion by each LC member individually to assess any skills and or knowledge gaps.

 

Collate the Individual Skills Audits from your LC members onto the Collective Skills Matrix Spreadsheet which will inform any gaps in your skills as a Locality Committee.

 

Consider recruiting to mitigate gaps in skills.

How?

Refer to the Governance Charter, Scheme of Delegation and Quality Assurance Return. The Trust recommends that you have delegated LC Members for the following roles as a minimum: 

  • Chair
  • Vice Chair
  • Attainment
  • Compliance
  • Finance
  • Health & Safety
  • Safeguarding & Prevent
  • Statutory Funding (including PP & LAC)
  • Wellbeing
